About CAC

The Voice of Canada's Cement Industry

The Cement Association of Canada (CAC) represents the Canadian cement industry – eight companies with clinker and cement manufacturing facilities, granulators, grinding facilities and cement terminals. We work closely with our stakeholders to promote their interests. Together, we strive to maintain a sustainable industry and publicize the economic and environmental benefits of building with cement and concrete.

CAC’s national office is in Ottawa , with regional offices in Toronto, Montreal, Halifax, Calgary and Vancouver. CAC is directly affiliated with the Skokie (Illinois)-based Portland Cement Association (PCA) , which represents U.S. cement manufacturers. All CAC members are members of PCA.

President and CEO Pierre Boucher

The Association is led by President and CEO Pierre Boucher, a Civil Engineer and economist.

When he joined the Cement Association of Canada (CAC) in 2006, Mr. Boucher brought with him more than 30 years of know-how directly relevant to the business of CAC. He has worked in both the private and public sectors. He has hands-on knowledge of the practical aspects of planning and managing Canadian and international construction projects and environmental and engineering studies, complemented by earned skills in government relations, business development, project financing and technical and economic project evaluation.

Mr. Boucher held a number of progressively more responsible executive positions before joining CAC. As executive Vice President of a publicly traded company, he handled business start-ups and development of renewable energy projects. As Vice President of an important Canadian independent power producer, he was responsible for the financing, engineering and construction of seven small private hydroelectric plants. His duties included relations with government authorities, public utilities and local communities, and managing engineering and legal consultants, contractors and equipment suppliers.  He is a former senior federal government employee of Transport Canada and has worked as Executive Assistant and Chief of Staff to a Canadian federal Minister.

Mr. Boucher is serving on the EcoSmart and The Athena Institute corporate  Boards. He is a past President of Engineers Canada and past Vice President of the Quebec Order of Engineers.

What We Do

  • Member, Concrete Allies and Stakeholder Relations
    CAC maintains close ties with current and potential members, keeping abreast of their needs and concerns. We build and maintain effective working relationships with concrete allies and other stakeholder organizations.

  • Industry Support
    CAC advocates and promotes the competitive interests of members, regarding existing or proposed changes to environmental legislation and regulations as well as climate change and air quality initiatives at all levels of government.

  • Market Development
    With attention to regional concerns and priorities, CAC markets cement and concrete solutions for key uses, including concrete highways and related infrastructure and remediation of contaminated sites using cement-based soil solidification (S/S).

  • Technical Support
    CAC advises on technical matters important to the cement and concrete industries, such as codes, standards, specifications and best practices. We support members and users of cement and concrete products by making available a wide range of technical information, including the material on this Web site.

  • Economic Information
    CAC provides to its members and paid subscribers economic forecasts, statistics and analysis on the Canadian cement industry, concrete and cement manufacturing and construction activity.
